The purpose of this study is to provide updated information to SMES in Mexicali, Baja California to help them identify different options available when they require non-banking government funds. Research on the theme, as well as the conceptual and legal framework of trusts is analyzed. It outlines and explains the procedure applied by federal, state and local Governments for the delivery of funds. Research is done under the degree of knowledge that SMES had on the types and amounts of non-banking funds. This is a descriptive research quantitative in nature. It also explores a nonprobability sample, a convenience sample of 30 companies that agreed to participate in this research. One finding in this investigation was that in Mexicali, Baja California, trusts are not disclosed in full when promoted by the federal government and this creates confusion among employers. The data obtained allowed us to conclude that most SMES are unaware non-bank government support and use their personal savings to finance their operations. CASE: FUSAGASUGA, COLOMBIA Abstract: This paper examines business organizations in Fusagasugá, Columbia. This multidimensional study of sectors uses data from 2008 – 2012. It focuses on aspects of employability and social responsibility. The purpose of the research was to diagnose formal and informal business organizations linked to the sectors service, trade and industry, analyzing the socio-economic impact generated. Within the trade sector and its socio-economic impact we analyzed neighborhood shops, considered informal organizations for failing to comply with administrative and economic requirements of the formal economy. Local shops have become an important employment alternative, as generators of self-employment qualifying local social responsibility. It was determined that self-employment is a productive alternative that allows entrepreneurs and families to achieve basic living conditions (assurance in the medium and long-term acquisition of housing, access to education and use public services). To Wong (2000) local development is a parameter to evaluate conditions of economic development in regions. Martinez-Luna (2010) and Velázquez et al (2013) agree analysis of local development in indigenous communities should include interpretation of the inhabitants regarding to the culture of harmonious coexistence with nature. To SECTUR (2010) ecotourism offers visitors the opportunity to enjoy natural environments and interact with people of communities. This paper fills a gap in the literature of studies evaluating local development in indigenous communities with ecotourism. Eight locations, authorized as an indigenous ecotourism (CDI, 2013), were studied to assess local development indicators. A questionnaire with indicators of local development was designed and 38 were applied in 8 Mexican indigenous communities. Indicators for local development were evaluated. The results showed that to observe local development, ecotourism in indigenous communities should include inhabitants. We conclude that development in economic terms does not explain development of ecotourism in indigenous communities. This work contributes methodology to assess indicators of local development and indigenous ecotourism. Access to financing is considered one of its great problems. This article identifies the sources and mechanisms of financing for SMES in Villavicencio, to establish the cost in the debt and its profitability. We show results in two phases: The first consists of a characterization in the financial structure, and the second, a revision of the financial statements for the period 2008-2011 for the sample SMES. The conclusions are: 79% are small entities that function with assets inferior to five million Colombian pesos and less than fifty employees. Contrary to results of other studies, the resources of these entities come from internal financing, generated by the re-investment of profit and capital addition. Although in Colombia there are macro policies that have been established to facilitate the access of SMES to small loans. Commercial banks are the main source of external financing, in levels above 50% of debt. The financing cost absorbs 86% of its operational margin leaving an average of 3% to 5% as net profit margin.
