Specifically we examine the tuna market which is moving to new emerging economies in the competition for international markets. This paper illustrates the Japanese market as the destination and the participation of their principal suppliers of tuna. We contrast the competitive performance between Mexico and its competitors: United States, Canada and Spain. We utilize the method of constant market shares in the period of 2001-2012. In the first section we address the historical importance of fish exportation, especially tuna for Mexico in the Japanese market for the last twelve years. We show participation of the fishing sector in the exports of the Mexican food industry sector, and how is has been an important sector within agro-alimentary exports. A second section shows how the fishing sector, despite being important in Mexican exports, has a positive competitiveness index. It reveals some negative fluctuations but with signs of recovery in recent years. In recent years this sector gained competitiveness in the international market relative to emerging exporting countries. Some information was obtained from 10,200 productive units of the Survey on Research and Technological Development, Module on Biotechnology and Nanotechnology (ESIDET MBN 2012) carried out by the National Institute of Geography and Statistics (INEGI, 2012a). Data related to environmental control and protection costs, environmental certifications and the perception of the company on the relevance of environmental factors in the objectives of innovation were used to develop this study. The results show the number of businesses that spend on pollution control and reduction is quite low relative to the number of economic units that opt for certifications such as ISO 14001, Clean Industry or ISO 26000. On the other hand, over 60% of respondents perceived that factors such as the development of products that do not harm the environment, reduce energy consumption and reduce environmental damage during the production process are highly significant innovation goals. These partnerships have been applied mainly in the road sector. However, the operation of these partnerships has caused controversy due to failed experiences. These failed experiences have exposed relevant deficiencies or areas of opportunity such as the lack of involvement of society and insufficiency of transparency mechanisms. These factors are present in the forming of Weighted Average Cost of Capital, as well as in accountability. This study analyses the contribution of Public Private Partnerships to the social and economic development of the country. We also examine their feasibility as a sustainable alternative for the development of road infrastructure in Mexico. Obtained results show that Public Private Partnerships partially support the development of the road sector. This research analyzes the causes and costs of providing low-quality service and permanence in a hospital in the year 2015. This research provides a mixed study followed by a triangulation design and explanatory scope. Data were identified by two clinical auditors with extensive experience and analyzed by three researchers from different areas of health sciences. As a result, six quality failures were found: delay in the procedures (1.3 days), infection associated with health care (1.4 days), delay in decision making medical management (0.4 days), delay in paraclinic report (0.04 days) and processes which do not show any evolution (0.01 days). These facts constitute 80% of the causes of long permanence in the hospital and costs US$1,380,817. We use color to categorize the results into three levels: green indicating positive, indifferent indicates yellow and red as a negative indicator. Statistical analysis is performed by a multivariate probit model. The methodology is quantitative and descriptive character. It is applied to workers in an institution of higher education at different hierarchical levels and different working positions. The results show personal factors that perceived either positively or negatively in the organizational climate such as sex, antique, education level and type of position in general. We tested how probabilistic econometric structure variables such as: sex, level of education, years of antique as well as the administrative position, affect the organizational climate according to perception of workers of the institution studied. We identify main factors that determine innovation capacity in the firm, and investigate two emblematic public programs of support to the innovation of the company to show their relation with innovation and regional development studies. The programs examined are the Stimulus program to the Innovation of The National Council of Science and Technology, and Business Development Programs that manages the Ministry of Economy. The Results show differentiated impacts according to the size of the firm. Medium and large enterprise can use business management strategies for access to public resources. They rely on expert groups of specialized advisors, restructure of business organizations and access resources from public programs. They allocated investments in innovation capacity, but not small businesses. However, the public programs aimed at strengthening the company’s innovation capabilities have little coverage in small and micro-enterprises and do not modify existing patterns of innovation in Mexican business. Poor coverage of public programs, limited resources and complicated access procedures severely limits the incidence of public expenditure on the main factors that strengthen the firm’s innovative capacity. Abstract: Latin American rural woman have been characterized as raising animals and sowing crops, to help support their households. This article presents the results of an investigation on the motivation of rural women to associate and seek a better state of well-being. It also analyzes the difficulties of entrepreneurship, the way of organizing themselves, their profile and the importance of university linkage in the Development of their capacities. The study was carried out in 2016, using both statistical sources and qualitative fieldwork. We demonstrate that women need more support from the government to develop their enterprises. Women in the rural sector were characterized as having family responsibilities, low training levels. They assume the management of small businesses (usually the making of easy articles, agriculture, recycling and food) in which they have previously worked for getting family grants.
