We also identified which of these factors facilitate cooperation between SMEs and analyzed the relationship between these factors and inter-firm cooperation (CI). The results show that trust and similarities in business cultural environments are associated with inter-firm cooperation. The presence of trust, usually supported by family, friendships, and similarities in business culture, facilitates cooperation between small businesses. Personal features such as commitment and participation are the fundamentals of innovation ability. The aim of this paper is to analyze organizational culture and the learning organization as a condition for promoting innovative capacity in both individuals and organization. The study was conducted in Coahuila Mexico. Surveys and application of validated instruments based on Cameron and Quinn (1999) and Garvin D. (1993) and a triangulation technique were used. We used SPSS 16.0 to process statistics, frequencies and association measures with Pearson Chi-squared, Fischer test, Goodman and Kruskal Gamma Coeffficient. The sample included entrepreneurial and service organizations. We identified the predominant organizational culture, and a level of approximation to a learning organization and or collaborative culture from the perceptions of managers, specialists and workers. Before the industrial revolution the wind force, water and the concentration of heat from sun radiation were used as sources of energy. There is currently a renewed push to move towards the use of renewable energy, mainly due to global warming. Baja California is seeking to set the tone on a national level as a green state. This paper looks to identify sites in the state with direct solar radiation potential (DNI) above 6.0, which indicates cost effectiveness. The results document that the rural areas of the cities of Mexicali, Ensenada and Tecate have DNI levels above 7.0 indicating potential areas of renewable energy generation that encourages rural development. Mexico has filed a series of amendments to legislation aimed at encouraging investment in the sector, but there is no clear policy in this context. However, there is no consensus on which process and variables are relevant to a successful and efficient transfer of tacit knowledge. In this study, we review the existing literature to identify variables that are commonly used by other authors. Then, we use an exploratory factor analysis to probe these variables. Results show that previous studies have used three common factors for studying tacit knowledge transfer: those related to individuals; those concerning organizations; and a mixed approach.
