A detailed explanation and analysis of the current funding system of the Spanish Autonomous Communities is provided. We also examine the current system of financing of the Belgian Regions in 2009. We provide a comparison between the two systems, which includes the paradox of revenue and the equalizing effect over time. The results obtained indicate that the funding system established in Belgium does not intervene in such a decisive way when it has to distribute resources among regions. They have been carried on in several Mexican Universities including Universidad Estatal de Sonora, in which results show recurring problems with documents and their flow. This paper presents a second phase of the knowledge flow methodology, as an alternative that permits the proposal of knowledge management strategies or systems to improve the processes. One of the most important results of the methodology applied to the accreditation process was the sequence diagram used to model the students’ admission process. This diagram clearly identifies the main actors, their roles, the information sources, the flows, and the knowledge storage place. It is mandatory to mention active participation of the Faculty Director who played a valuable role by being responsible for revising, and completing the portfolio, of evidence for the self-evaluation folder. Ruiz Cesena Title: TOURISM OUTLOOK: MEXICO CASE, PERSPECTIVAS DEL TURISMO: CASO MEXICO Abstract: The global tourism industry has had a growing mobility behavior in recent decades. This has enabled countries to generate jobs and economic resources. Mexico has seen a similar pattern, but with some tourist inflow decreases by extraneous economic factors and public health. The aim of this study was to analyze the main variables of tourism in Mexico, and to identify those external factors that have led to reduced tourism in certain years. The analysis period is limited to 1980-2010, which includes significant periods of rise and decline. This economic sector is meaningful to Mexico. We use a literature review as well as an analysis and interpretation of statistics to generate conclusions. Results highlight the importance of the sector, due to the influx of tourists, employment generation, and increased tourist spending. One way to do this is to understand how effective mechanisms and social relations become powerful allies and improve competitiveness of organizations. The aim of this paper is to analyze three indicators of social capital: culture, learning and organizational effectiveness. We wish to identify whether these indicators are effective in generating social capital in a Small and medium enterprise metalworking industry in the central region of Coahuila, Mexico. The study was conducted in the period from January to March 2012. The methodology was descriptive, crosssectional and correlational. The study findings reveal statistically significant correlations in all three indicators, as well as the underlying social capital potential. The interest in this study is derived from the high rate of business closures in the short term within this sector. Competitiveness is measured through a questionnaire designed from a competitiveness map from the Inter-American Development Bank. Variables include quality assurance, human resources, innovation, information and communication technology, accounting and finance were collected. The research was conducted with international restaurants in the city of Ensenada, Mexico. The results indicate that on average the firms have a level of competitiveness. This implies opportunities for improvement in all variables, but mainly in human resources. This research studies the consumption of a young adult segment in Cali – Colombia. The purpose is to identify postmodern consumption characteristics. Cluster analysis identifies four consumer profiles: sybarite: receptive to novelty and enjoyment of sensual pleasure; harmonized: focus on their achievements that allow social climbing; disciplined: rational consumption practices and valuation for duty and accountability; performer: ambitious and willing to take on challenges. The results help in the decision making of marketing and advertising for the youth segment. This paper analyzes the quality certification process in manufacturing for the region Cuidad Juárez, Mexico and El Paso, Texas. ISO-9000 and TS-16949 certifications for the Automotive Industry were the primary focused of this research. This research includes revision of strategic planning, top management leadership in quality, quality training of the human resource, client focus, documentation and evaluation of the quality system and lack of strategic planning. Expert opinions were considered in the use of quality tools to increase competitiveness. The results show levels of low performance at the department level with regard to the use of quality certifications. A model to analyze the impact of Management Quality System on competitiveness is proposed.
